Posting naval officers to the Army: documents received show that wherever ship crews are employed ashore, naval troops have a disproportionately high officer share compared with the Army. Fortress commandants and Commander, Channel Islands, are ordered to balance this by assigning naval officers to Army units where these conditions exist.
