To provide unified command of the naval units on Jersey, the office of Senior Naval Officer Jersey is established with effect from 6 January 1945. It comprises the Senior Naval Officer, his adjutant, the medical officer attached to him and the administrative officer attached to him. The Senior Naval Officer receives disciplinary powers under §16(b) D.Str.O. [source abbreviation for the disciplinary regulation].
Fully subordinate were: the Harbour Commandant Jersey with ship cadre command, merchant shipping and harbour-protection group; and the 24th Minesweeping Flotilla Karl Friedrich Brill. For troop and administrative purposes, the naval company König, including the lay-up detachment for decommissioned boats in St Helier, and Batterie Lothringen were subordinate. The Minquiers observation post was tactically subordinate.
Tasks: to represent the Naval Commander, Channel Islands, and supervise naval interests on Jersey; command the listed naval units in troop-service and administrative matters; deal with supply; assist with courts-martial matters under special instructions; employ naval forces at St Helier against enemy attack in liaison with the Artillery Commander Jersey (Arko Jersey); and report upon the operational possibilities of the naval forces.
Implementation: the Harbour Medical Officer became medical officer to the Senior Naval Officer Jersey and the Harbour Commandant's administrative officer became his administrative officer. Naval company König and its lay-up detachment passed from the 46th Minesweeping Flotilla, Batterie Lothringen from Naval Artillery Battalion 604, and the ship’s pay office (Schiffskasse) of the 2nd Outpost Flotilla to the authority of the Senior Naval Officer Jersey. Signed: [Hüffmeier].
