The Normandy naval command was ordered to examine the possibility of establishing a regular shipping connection with the Channel Islands. As the islands possessed no usable coastal fortifications, Luftflotte 3 was asked to provide suitable heavy anti-aircraft guns capable of engaging both aircraft and naval targets for their defence.
