28 October 1942 explanation of Guernsey convoy additions

St Malo Convoy Control Office reports concerning page 19, 12 September, 1000: Harbour Commandant Guernsey added the tugs and barges to M 4611/05's convoy with the best intention of finally moving the Brest-bound vessels which had lain at Guernsey for days and had repeatedly been requested urgently by 3rd Security Division. He was informed at the time that adding vessels without the Convoy Control Office's agreement was impermissible. Signed on behalf [signature not securely legible].
