Secret command matter. Radio message to: I Naval Staff; Group West; Commanding Admiral France.

In reply to radio message 1533/63, the following is reported:

1. Photographic reconnaissance of the Channel Islands suggests numerous coastal and harbour fortifications on all three islands. Reinforcement of the islands’ garrisons is probable.

2. Following contact with the air fleet and the Army, occupation and subsequent security are possible only with substantial resources. A coup de main is not possible. Luftwaffe commitment: reconnaissance, bomber formations, fighter protection, anti-aircraft artillery for employment on the islands for air and sea defence. Army commitment: at least two regiments with supporting arms, except heavy infantry guns; in addition, two engineer companies.

3. Prior neutralisation of the batteries by the Luftwaffe is necessary.

4. It is being ascertained whether the S-boat and R-boat flotillas present here and the shipping found here are sufficient.

5. Detailed report after receipt of the written instruction announced by radio.

6. Photographic reconnaissance of Ouessant is still outstanding.
